Reference: Kern County Investment Policy
Located on the Kern County Treasurer-Tax Collectors website is a copy of
the current Investment Policy for the Kern County Treasurers Pooled Cash
Portfolio. It is important that you become acquainted with its provisions,
especially those regarding the Treasury Oversight Committee, dealer
selection, contributions, gifts, and honoraria.
The Kern County Treasurer-Tax Collector prohibits doing business with
parties making political contributions to Kern County officials within any
consecutive 48-month period following the establishment of the committee.
This will require broker and dealer candidates to submit an initial and,
thereafter, broker and dealer annual statement of compliance with the County
Treasurer-Tax Collector and Auditor-Controller-Clerk to be eligible for
providing service to the County.
A Receipt and Certification form on the departments website will serve two
purposes:
- Your signature certifies that you have received and understand our
Investment Policy; you are not expected to enforce provisions concerning average
maturity, category limits, or issuer limits. You are expected to offer
only those investments that qualify under the Countys credit
requirements as directed in the California Government Code and the Investment Policy. The responsibility for overall
portfolio structure and compositions remains with the County.
- You further certify that you have not made, nor will you make, political
contributions to any candidate for elective office in Kern County.
To be eligible to offer securities, please print the screen Receipt and
Certification form, sign and return it within thirty (30) days of the date
of this letter. This certification must be renewed annually. FAILURE TO
RETURN THE REQUIRED CERTIFICATION WITHIN THIRTY DAYS (30) WILL RESULT IN
SUSPENSION OF TRADING UNTIL IT IS RETURNED.
